Dear Congresswoman Michelle Steel,
I am Bishop Tran Thanh Van, Chairman of the Asian Religious Council for Justice and Peace (ARCJP). It is an honor to speak with you today.
On behalf of the ARCJP members, I would like to present a few plans for your consideration and hope that you will find them of interest:

We are currently conducting a campaign to include a petition urging the U.S. government to re-designate the Socialist Republic of Vietnam as a “Country of Particular Concern” (CPC). We hope you will support this campaign.

The ARCJP has sent a letter requesting the U.S. government to detain Mr. To Lam, who has been involved in numerous cases of international kidnapping, religious oppression, and human rights violations over the past decade while serving as the Minister of Public Security in Vietnam.

The ARCJP, along with various Vietnamese community organizations and civil society groups, is filing a lawsuit against Mr. To Lam in California on several charges, including religious oppression, international kidnapping, and organized murder.

We have observed that you, Congresswoman Steel, have actively advocated for religious freedom and human rights for Vietnam. The ARCJP highly values your role and contributions to the Vietnamese community. Therefore, the ARCJP, along with the Vietnamese American Council (HĐLTVN) and many civil society organizations, would like to organize a press conference to honor you in Orange County.

The ARCJP and HĐLTVN would like to request your sponsorship for our efforts related to religious freedom, democracy, and human rights.

We are also planning to organize a fundraising event in Orange County, where you would be invited as a special guest. We would appreciate your participation and a speech on your political career at this event.

1. Establishing the 50th anniversary Council for April 30, 1975, and the memorial for the 58,000 U.S. and Allied soldiers who sacrificed their lives on the battlefield in South Vietnam.
2. The purpose and significance of the 50th anniversary commemoration on April 30, 1975, and the memorial for the 58,000 U.S. and Allied soldiers who sacrificed their lives on the battlefield in South Vietnam.
3. The operational mechanism and personnel composition of the 50th-anniversary commemoration on April 30, 1975, and the memorial for the 58,000 U.S. and Allied soldiers who sacrificed their lives on the battlefield in South Vietnam.
III. Discussion on the plan and voting decisions:
1. 100% voted to implement the program commemorating the 50th anniversary of April 30, 1975, and to hold a memorial for the 58,000 U.S. military personnel and allied forces who sacrificed their lives on the battlefield in South Vietnam.
2. 100% unanimously agreed to vote to establish an Executive Council for the 50th-anniversary event with the following assigned responsibilities:

V. Preliminary registration information for the number of participants in the 50th anniversary event:
1. The Montagnard Council of Vietnam in the United States has approximately 10,000 participants.
2. The Khmer-Krom Council of Vietnam in the United States has approximately 3,000 participants.
3. The Champa Council of Vietnam in the United States has approximately 1,000 participants.
4. The Filipino-American Council in the United States has approximately 500 participants.
5. The Lao-American Council has approximately 500 participants.
6. The Cambodian-American Council has approximately 500 participants.
7. The South Korean Council has approximately 1,000 participants.
8. The Australian-American Council has approximately 300 participants.
9. The Tibetan-American Council has approximately 300 participants.
10. The American community has a minimum of 10,000 participants.
11. In addition, there are many non-governmental organizations, embassies, and multi-ethnic communities with participants in the war in South Vietnam that will also attend, but the exact number is not yet known.
The total estimated number of participants in the 50th-anniversary memorial event is about 30,000 people.
